Task Manager Always Shows 100% CPU Utilization

Just built my first PC and it was a fun experience at first, but now I've just had problem after problem, and the latest of those is task manager always shows 100% CPU utilization, no matter what programs are running. MSI's dragon center never goes above 10% CPU usage while task manager is stuck at 100. I recently did a fresh install of windows to try to fix a different issue, so the only programs I have installed are Dragon Center, Chromium Edge, and Razer Synapse 3.  Edit: Also an issue I had presumed to be fixed has returned, the start menu is unresponsive on start up along with everything else on the Taskbar, besides the app icons.

Win 10 64 bit

Ryzen 7 5800x

MSI B550 Gaming Edge wifi

2x 8gb Trident Z Neo 3600

Crucial P5 1TB SSD (boot drive)

Seagate barracuda 2TB HDD

MSI Geforce GT710 1GB

EVGA G+ 750w

MSI Coreliquid 360r aio
