The GPU costs more than the entire budget by $300, so I'm not sure what's going on here.

That can be achieved by an i3-10100 and a GTX 970.

 

You seem to have your priorities a little backwards. You say you want it to be $700 in your title, but the computer linked is $1900, and what you want can be achieved by a $600 machine.

 

So what is it?
