You're likely playing at 1080p, which puts more stress on the CPU, and it's not a great CPU to begin with, further hindered by the very slow RAM, running in single channel. In other words, you're bottlenecked.

Replacing your current RAM with a kit of 2x8GB 3200MHz CL16, at least, will help.
