random stutters

I notice stuttering in games like rust and very light stutters on warzone but they are very apparent only on rust and i notice when they occur in rust you can see textures loading or somewhat forming its hard to explain. youd think i have the game on a HDD but i actually have it on a m.2 sata drive that has 147gb left and my OS (windows 10 pro) is on a M.2 Nvme ssd with 66gb left. my memory is plentiful for games like this i have 32gb of 3200mhz cl16 memory. my gpu seems to be running fine on pretty much any test like 3dmark furmark heaven and i achieve pretty high scores. my cpu is set to high performance of powerplan. I also tried uninstalling iCUE and Msi Dragon center still nothing.

RTX 3080 latest driver @ stock speeds max temperature of 67 degrees on rust

R7 5800x @stock settings never exceeds 70 degrees

4x8 32gb corsair vengeance rgb pro 3200mhz cl16 xmp enabled reaches 66 degrees max when gaming for each stick

b550 tomahawk

Seasonic Focus GX850 Fully modular 80+ gold PSU

game is on kingston m.2 sata ssd

Windows 10 Pro activated and updated on 970 EVO plus ssd with 66gb left

H500P case with possibly the best airflow i could get out of it with 3x 120mm rad fans on top 1x rear fan and 2x 200mm front fans
