GPU Fans Problem

I have a MSI 2060 VENTUS XS 6G OC got it in a prebuilt over a year ago (Out of warrantee). Since one of the fans on the GPU blew and stopped spinning. I have gotten replacement fans and installed them now both spin. However, they spin at 100% after boot. I have tried changing fan speed through Afterburner, uninstalled and reinstalled drivers, and have made sure that the fans are correctly connected. Temps are fine hit max of 70C while gaming and idle around 40C. Now I have a 2nd set of fans ordered to see if it is the fans.

 

Ideas on how to fix?

Do the fans maintain 100% all of the time or just on boot?

I would reseat all connectors including the GPU itself into the pcie slot to start.

Sorry, let me try and clarify.

The new fans after boot spin at full force at 100% (in BIOS fans are quieter). First thought was temps on the card, but they seems fine hit max of 70C while gaming and idle around 40C. I have tried to change fan profile through afterburner and it does do anything. I also have reinstalled graphics drivers still no change. So the question is how do I have the fans spin at 100% all the time?

Are the fans off brand or OEM replacements?

As soon as the PC boots fans go straight to 100% and stay there. I have tried to put the GPU in a different system and it still has the same problem with fans staying at 100% after boot.

Off brand link. Talked with Prebuilt builder and MSI and said that they do not sell the fans sperate.

I am willing to bet that is the issue as they are very poorly rated on amazon.  Likely an on/off no regulation to speed.

I have ordered new fans (that have higher ratings). However, correct me if I am wrong but the fan speed is controlled by the fan controller. So could it be the fan controller causing the issue or fan connector?

Im thinking that those fans pull all 12v all the time and have no ability to regulate.  Could be wrong though. Can you plug in a case fan to see if thats the case?

A normal case fan does not fit in the fan connector on the GPU.

I have replaced the GPU fans with higher rated and they are quieter but still run at full speed. That narrows it down to fan controller or fan connector on the GPU.
