5900x question

Is it normal that 5900x does not go lower than 3600mhz.
I have hwinfo64 open. I have not seen the core clock goes below 3600mhz, even though the minium says 2880mhz on hwinfo64.

 

I understand there's a base clock and 5900x has a 3.6ghz base clock, but for my i7 10700.
It runs mostly 1.8ghz and thus lower temp while idling. and it shows 1800mhz on hwinfo64 too.
