You really need something with a ssd and 8gb if possible. At the very least a ssd as windows 10 is just not useable at all on 4gb of ram without one.

 

Of these 2 the i5 is the better pick but not good and will struggle doing what you need due the having a hard drive and not a ssd. The 4gb of ram also does not help at all.

Yes that it will. The second gen i7 isn't recommended due to the older integrated graphics. So the i5 would be the minimum to go for.
