Touchscreen Surface laptop won't scroll

I recently purchased a touchscreen laptop for my business so my clients can use the detachable screen to customize their products themselves on my supplier's website. Since I got it however, I am unable to successfully click on any of the tabs on the top of the website using the touchscreen. If I were to manually go in using the touchpad, that works just fine but even from there, using the touchscreen if I select on a topic I am unable to scroll down and look at the other options. I contacted the owners of the website to see if this is something that they could fix but I want to weigh all my options. Is there a workaround? Meaning, is there any sort of on-screen scroll widget I could download to make it work?
