The board may not support multiple monitors despite having multiple outputs. You may have to unplug the vga and only connect an hdmi monitor. The hdmi monitor would then need to support several odd resolutions as well to be able to boot into windows and change the resolution to the native res of the monitor.

nah I'm just plugging the hdmi when I do this test run and ps2 kb/m. btw i already tried adding a 1gb video card (spare, but will sell someday) and the hdmi works with the TV. the user is just gonna use the pc for youtube/netflix so he won't be needing a gpu.

Ok well without doing diagnostic steps then it wont be solvable so im not sure whent else I could recommend that wouldnt require trying something different
