Taskbar not loading & startup apps not launching

Hi!

Ive had this PC for about 3 weeks and Windows always ran super smooth, very fast and no problems... until a week ago...

Whenever i start my PC it starts up super fast but when i log in it takes a long time to actually get to the desktop... It just keeps loading saying "Welcome"... and when i finally get on to the desktop none of my apps that are on auto-launch actually launches and if i hover down to the taskbar it does not even appear and my mouse turns into this loading icon... BUT if i press my left-click on my mouse a couple of times when the loading icon is showing the taskbar appears and all the programs begin launching... Its like windows has stopped working... The PC worked fine until a week ago... The problem does not seem to occur on every startup up but very often and especially if i restart the PC.

(I just tried reinstalling windows but it didnt help)

Settings > startup app.

Uncheck any apps that you don't want to start at boot.

But why would that cause the taskbar to not work and Windows to not launch any of my auto boot apps?
