Budget Streaming and Gaming pc question

Don't misunderstand me, you could buy/build something new in that range but that would be mostly a waste of parts and money.
There are some prebuilt systems on newegg in this price range but they are terrible value.

You are better off trying to find something about 5-6 years old like a 7700K with a GTX 980. That would still be a decent machine able to have an healthy 1080P Stream. You could also try to get a Xeon CPU, find the correct board but you will still have to find a GPU in a world where they are selling 3 to 4 times their value.

It's finding a decent GPU in the $200-300 range that's the major issue. If you can't find a dGPU then you need to shell out more for a non-F chip so you can at least have display out. And none of the good Ryzen chips have iGPUs other than hard to find/expensive APUs so those aren't an option at all.
