It does make a difference but the CPU would be more important. If you plan on upgrading the CPU go for the 6500 since you don't need to buy new RAM.

So I'm thinking of buying either :

MSI Z97 with Core I7 4790 and 16gb ddr3 ram

or

ASUS B150M , Core I5 6500 - Socket 1151 with  G.SKILL 16GB(2x8) RGB DDR4 3000 Mhz 1.35V.

I'm looking to play games like Rust and Escape from tarkov which are both cpu intensive games I already have gtx 970.

i7-4790 is about 10% faster, but also older and uses more power. The i5-6500 will give you about 60fps in Rust and 100 in Tarkov, so if you really care about that 5-15 fps difference or edit video's go with the i7. If not I would recommend the i5 since you can use that RAM if you plan on upgrading the CPU and it requires less power. You're likely gonna have a GPU bottleneck with both.
