Looking for a usable Windows VPN

As described in the topic, I need a usable VPN, as my previous one just dead. 

Requirements:

Run on Windows 10(not browser extensions) and Android if possible, accessible from China mainland, able to play YouTube videos under 480p or higher, moderate stable (disconnection frequency lower than twice per hour), both free or paid are ok, but if it is a paid one, the monthly charge is better below $30 and accept Paypal.
