i recently got a new pc with 16 gigs of ram a ryzen 5 and a radeon 6950 hd but the screen is only at something like 1348x728 or something like that. i went into display settings and it said that was the "recommended" resolution. my monitor is still running in 1080p though so there is a big black bar around my desktop where it should extend to any one got any ideas?

You need to install GPU drivers, but the GPU you're using is severely underpowered, so even if you can get the OS running with that GPU do not expect good performance in anything.

Old Laptop 2 - HP Pavilion 15 TouchSmart, i3-3217U, Intel HD 4000, 4GB, 1TB HDD

ive tried on the amd website and found no drivers that work and i also tried device manager and that didnt work either

That's because that GPU is around 11 years old. You might have to wait to try and find a modern GPU that has driver support.
