Since June last year I have had this stutter appear in games. What it is is my game will be running fine. 60FPS with VSYNC or above that without VSYNC on, then randomly it will drop down 3 or more FPS (says the FPS counter in the corner) for what feels like a quarter second and then jump back up and it feels like a stutter. Some games don't do it for a bit but when they do start (one game took 30 hours in to start) nothing stops it and it's consistent happening every 5 to 10 minutes and it is annoying. I have tried stupidly replacing tons of my PC's hardware, Restarting and shutting down my PC, Reinstalling windows, using windows factory reset, fully wiping any and all Graphics drivers and reinstalling, Nvidia driver rollbacks, I know its not my Internet somehow because when my buddy comes over he connects his ethernet cable to my switch (unless it is and I am dumb enough to think this invalidates it, but his PC is now comprised of those old parts that I gave him after I realized they weren't at fault), reseating my CPU and pretty much rebuilding my PC with the parts from when this started and the new ones. I have spent almost a year trying to figure this out but never came to this forum and decided to give it a shot. However it does decrease in frequency when I remove any items from any other PCIe slot, but I don't think this is the main issue because for the first 18 months of this PCs life it had a Vive Wireless card in it and no issue till last year in June. I have since swapped it out with a Elgato 4k60 pro internal game capture card in December 2020 and it still continues but it still could be I guess. Please if I am an absolute dunce let me know, but I can't figure it out. Also I have been using XMP on my RAM. And my Motherboards only BIOS update says I shouldn't use it unless I'm using Rocket Lake CPU's and I am not. (unless updating would still be smart IDK)

That isn't a drop in 3 FPS. Yes using a program like FRAPS that counts that number of frames in the last 1000 milliseconds would count as an FPS drop of just 3, but in my gaming if my FPS dropped from 90 to 87 FPS for .25 seconds I wouldn't know, but if you use an FPS counter that calculates based off the most recent frame times your FPS would temporarily drop to sub 10 for that one stutter. 

 

I'm sorry but I really can't help you with the issue. What games does this happen most frequently. Identify that game, download and run GPU-Z, and enable logging. Play the game until it has a significant stutter, pause the game, stop the logs, and upload the logs here.

Unless I say I am speaking from experience or can confirm my expertise, assume it is an educated guess.
