HELP - Building New PC within budget

I am looking to get the best build for my money.  I am looking to spend about $1,600 give or take a little on a new PC with the best product I can purchase also with the ability to be upgraded at anytime.  I purchased an Alienware Aurora R7 (Dell) last year which is a decent PC but its ability to be upgraded is VERY limited. I am sure most here already understand my frustration.  my current PC has the i7-8700 GTX 1080 32gb ram still original HDD and SSD with some additional HDD's I've added.  I purchased this PC for a very low price (Not going to say how much) it was practically brand new.  any information helps.  I know I would like to move up to the i9-10900K series-  or at least I think I do.. not knowing if an i7-10k is just as good or better or some other CPU.  please and thank you in advance.

I would stick with that 1080 like a glue until the GPU shortage horror is over, or scalp it on ebay so you can get one now. This is my value 1500$ 1440p gaming build, with some tweaking according to the part that you own now:
