Check if you can get into bios without the pc freezing there an let it be for a while to check. If so, check if you have the latest version of bios.  All releases should be on the mobo manufacturer's page.

Do a bios flash, instructions are pretty easy. Just make sure that it is completed without interruptions before proceeding further. It's good to do it regardless of your current problem. A lot of the times newer hardware might be compatible with slightly older components, but firmwire needs to be updated.

Thanks ALOT, this was the fix for my problem 😄

So I just bought a i9 9900k CPU, removed the old one and put this one in. The problem is every time I try to boot my computer it freezes at the blue windows logo and nothing happens. My motherboard is ASU’s Z370, which should be compatible, and all my fans are spinning as normal, so I don’t know the issue.

Make sure everything is connected properly . ie, every thing that you replaced. Check again things like ram and cpu is correctly placed including thermal compound.

PROBABLY THIS MIGHT NOT BE THE ISSUE

force shut down the pc three times then the windows will show you options from that go to troubleshoot and then advanced and ...... then you know what to choose .only if nothing works choose the option to reinstall windows by keeping files
