Start menu not working

My friend got a problem where he can't use the start menu or any of the task bar until he opens the task manager and restart windows explorer. 

We tried to reinstall windows but nothing changed. 

 

 

 

Any suggestions?

This seems like a bug that allot of us are having, I am experiencing a similar problem where the taskbar doesn’t show up for awhile after start up. I don’t currently know any fixes but I’ll keep you updated if I find any fixes
