When playing Overwatch, or rather games in general, I'm able to max out at like 300 fps but my pc has a really hard time staying there. My friend was trying to help me with it and he noticed that my cpu and gpu usage was at like 20% for both. he helped me fix my cpu problem, and my gpu is getting a bit higher, like 30% and peaking at 40%, but it doesn't really stay up there and I'm hoping to get it higher to stay at 300 fps constant.

 

Specs:

3900x

evga xc3 ultra 3070

ASUS TUF X-570

32 Gb Corsair Vengence 3600

RM 850 Watt Gold

1TB Samsung 970 EVO

2TB Seagate Barracuda 7200

 

I've tried changing all the graphics settings, I've reinstalled the drivers multiple times and even reinstalled windows completely. I've tried overclocking, I've enabled D.O.C.P, I have my pcie slots set to gen4, and I tried gen3, the difference was negligible, and I've tried DDU.

20% cpu?
it could be 5 threads at 100% @4ghz
or 24 threads at 20% xD

install afterburner and activate those realtime statistics about cpu threads

it's just not using as much power as it could/should be. it's only going up to 40% but my frames are dropping so much. I tried clocking it a bit more in evga precision x1 but it didn't help and if I went over 200 it wouldn't even let my games launch

download furmark to see if your gpu can reach 100% or not

so there is only a bandwidth or CPU bottleneck. if you want more FPS just lower cpu intensive details. 

otherwise set the resolution higher
