I have 2 server-grade boards.

775/Socket T (was looking at this: https://www.newegg.com/thermaltake-clp0534/p/N82E16835106152)

1366/Socket B (was looking at this: https://www.newegg.com/phanteks-ph-tc12ls-bk/p/N82E16835709039)

I need heatsinks for both. I want to keep this low profile, so no tower heatsinks.

With the age of the CPU's, there's only a few options. Anything under $50 each, should be great.

I DO understand that there are server heatsinks, As below. But I don't think they cool that well. Do they?

The passive coolers rely on case airflow. Are you using high rpm fans for front to back airflow?
