But I can’t really reflow the card because my parents won’t allow me to use the oven

First thing is to try that video card in another computer. If you can't do this then try a different power supply.

And it isn’t my pc because my gtx 690 works fine in it

The 690 is a power hungry  GPU too it appears, so it is stressing the power supply almost to the same degree as the 780. To me this suggests PSU is not failing under a load. But, to be more sure and the fact you have the 690 on-hand maybe give the 690 a few days of gaming and see if any problems - constantly mess with" - arise.

 

In rare instances driver updates cause problems like this. Rollback drivers a release or two...?

 

Re-flow should only be considered after you are certain the video card is broken and no option for repair is available to you. Heat guns and rework stations are a few low-cost options. Maybe someone is giving away a "toaster oven" you could bake it in? SMD rework allows you to set max temp, so  the better option but a little more costly. Either option can cause serious burns to you!

 

Magnifying glass or inexpensive USB microscope for a thorough visual inspection of the PCB wouldn't hurt. Remove heat sink and start looking for thermal damage. I don't think this will yield much though. Even high-res images with a decent camera or phone camera, tx to your computer then zoom in looking again for thermal damage. I don't foresee this being helpful, BUT it is free to low-cost and wouldn't hurt-just watch for static from your body.

First I don’t have any friend and I don’t want to make friends at my school because they are all shitheads second I found someone that has a reflow thingy and I’m paying him to make it and the first thing I did was take the cooler off after i tested it out of corse and the pcb looks completely fine
