Storage Solution for Premiere Pro

I currently have a 1Tb HDD @ 7200rpm where premiere is currently installed on, and a 3Tb HDD @ 5400rpm which, but I'm thinking of getting an either a 1Tb or 2Tb SATA SSD. Should I use said SSD as a main drive for basic programs and the 3Tb HDD as video storage, or should I use the SSD as a scratch disk instead? If I do go for a scratch disk solution, should I look at a smaller capacity?
