CPU choice help

Hi, 

I've been looking for a new cpu that I'd probably buy later this year, and switch from my i5 4460. I'm using a GTX 1660 Ti OC on 1080p display. I don't know if I should upgrade to an used i7 4790k that fits LGA 1150 socket, or go for the Ryzen 5 series. If I decide to go with the AMD, I will pick a 3rd gen minimum, as I want good processor that I can get an RTX in future, while still having low bottleneck on my current GTX (I prefer multi tasking so I think that 3500x isn't good for me). So the question is... what cpu would be good? And does bottleneck at 4k/2160p matter if I'm using lower resolution?
