Coil whine

I am getting coil while from my Gigabyte RTX 3070 OC only underload (Gaming, etc)

 

I was thinking of changing out my PSU to see if this would make a difference?

I currently have a Corsair RM750x 

 

Would a Cool Master V 850W/Corsair RM850x/Corsair HX 850W be better options? Or can someone recommend one from the Tier List ?

I've updated my bios and still have the issue 

In MSI afterburner, I set my GPU voltage to 1.0mv and 1900 frequency and this did slightly reduce the sound (default GPU would go to 1.081mv and 1950 frequency)

 

Capping FPS in games also does help, but I little pointless if I'm using a 165hz monitor and want to achieve around 165fps in competitive games
