Try using x264. You have enough cores on your cpu that it shouldn't significantly affect performance.

Oook, so rubberbanding. That's generally a term people use when describing network lag and not system resource lag.

I thought it was my internet too but my internet is running at 450mbps. Is that not enough? and also, i dont know if i used the right term. its more of a stutter rather than a rubberband

Bandwidth does not determine lag, latency does. Its a poor metric to use but what is your in game "ping" while playing?

Upload? And are you seeing rubberbanding in game or in stream? As said, rubberbanding means that connection to server has issues, and it could be pretty much any point in that connection. Unlike high ping which is easier to say to be either something in your local network eating bandwidth or your actual distance to server being long. Rubberbanding could mean those AND it could mean actual issues on server side. But if this is only with Warzone, then thats also bit easier to troubleshoot.

For what resolution? 720p60? 1080p30?

24 on upload and I'm running 1080p and my common fps value is 60 if that's what you're looking for.  My issues are only with warzone, i run and stream every other game 100% fine. Also, I don't know if they're two different things, but the game is more stuttering than rubberbanding. My screen will freeze for a second and ill be steps ahead of where I was before the lag.

That would indicate that some hardware resource is pinned to max. Have you tried with other GPU drivers? Or checked hardware monitoring to see whether some numbers are different while streaming or not streaming?

I haven't, can you run me through specifically what I should do, I'm decently new to PCs

For drivers, uninstall with DisplayDriverUninstaller, then go to Nvidia's site and pick version or two older. Or pick beta drivers. This should always be first step when there might be something wrong with GPU.

 

For monitoring, you can use MSI Afterburner or others like that. Something which draws graph. Run once without streaming and take a look (you can take screenshot too) of the graph. Then run with streaming and look at that graph again. Mainly looking for memory usage (both RAM and VRAM), but also temps, CPU/GPU usage and so on. Something which would pinpoint the issue better.

Before streaming- caps off at 50% GPU Usage 

Memory usage- 7776 mb

CPU temp- 60 c

CPU usage moves around 50 and 80

 

When streaming, GPU sometimes jumps to 80% but usually stays at 50

memory usage is the same 

CPU temp is solid at 60 

CPU usage moves a lot but caps at 80

Your GPU usage should be over 80% all the time. So unless Warzone is really badly optimized, you have some issues with drivers.
