GPU problem in one game (30% usage)

So i'm playing archeage with this PC:
Intel i7 7700k cpu 4.20ghz
Gigabyte z170x-ultra gaming
Gtx 1080

I'm having between 40 - 30 fps at low settings, my processor is at 50% and my GPU is at 30%. I can't figure the problem (this is the only game where it happens). I've try a lot of "fixes" from the games forums but they didn't work, so maybe here i can find an alternative or something.

If you turn up the settings, you should get higher GPU utilization if you're worried about that. Also check your CPU thermals because it should be getting more than 30fps.

The more I learn, the more I realise I don't actually know anything. 

 

Recommendations: Lian Li 205m (sleek, pretty decent airflow for a non-mesh front panel and cheap), i5-10400f (Ryzen 5 3600 performance, 20% cheaper), Arctic P14 PWM fans, Logitech g305.

So changing from high to low only has a 5 - 8% difference... BUT i run a few temperature programs i found out i'm around 80 on my cpu... So i will check that out... Thanks for the help
