Questionable GPU

I have a 9600 GT which has a 90% chance that it's fried sine the old mobo's 24 pin I took it out of looked like Black&Milds. I have heard from some other forums older/questionable/fucked up gpu can brick your whole system. Is it true? Should I just drop in the card in my new build to finally POST it?
