Low GPU usage in VR w/ framedips

I've been trying to play VR games over link and virtual desktop on my Quest 2. With either one, my GPU usage never goes above 60 or 70%, and I get framedrops. My GPU temp never really hits 60c. I'm unsure what to do. My CPU usage is pretty low. VR games are unplyable because of the stutters. Any help is appreciated.

My specs:

RTX 2080

RYZEN 5600X

16GB 3600MHZ
