Unknoe Graphical Artifacts

So, occasionally in videos I had noticed these odd coloring for just a few frames while watching Youtube videos in the corner of my eye (not sure if its YT exclusive now that I think about it?) But its the only video streaming service Ive got screen shots for so. Anyways. Here and here  are two examples, same video but Ive seen it in others and just hadnt gotten to looking into it until that one (since I knew it out of his video style and wasnt just an odd editing choice).In addition it appears consistently at the same points in different browsers and monitors.

Since seeing this I've restarted, updated NVIDIA and AMD drivers, checked for OS updates, restarted again, and reseated my GPU.
