someone told me that my 300w psu wont work with a gt 1030 i would like a second opinion so i know

i need to know if my psu can handle this thanks

According to that post, HP DOES, indeed, limit wattage to the PCIe slot to somewhere around 45 watts.

On average, the 1030 card you are looking at will draw around 35 watts.  HOWEVER it will PEAK at up to 72 watts.

 

Considering all of this, it is nearly impossible to predict if it will work or not.  IT IS A REALLY CLOSE CALL.
 

I responded in your first post....however....now that I have looked into this even more....all I can tell you with any degree of certainty is that, personally, I would NOT attempt this upgrade even though it should technically work.

Pre-built systems are a PITA to upgrade....especially when it comes to discreet graphics.  You will always get more flexibility from a custom built system than you will from just about any pre-built / OEM system...just the way it is.
