If you can rule out bad airflow inside the case and the card is mostly free of dust, replace the thermale paste.

 

EDIT: Make sure you are really idle. You could have a program running in the background that taxes the card like F@h or a Mining tool (some malware mine on your system as well).

so i have gigabyte gtx 1060 6 gb and when im gaming i have like 60 c with 30-50% fan speed and core clock is 1500-1800 mhz but my question is that when im in idle and doing nothing why my fan speed is 0% and also clock is 1500 but my temperature is 60c as in games thank you. comment you thought whats wrong with this shit :D

Your screenshot shows 43C in idle, what's the issue? If you want lower idle temps for some reason, make sure your case as adequate airflow. 60C under load is pretty good. The card usually hits 72C to 75C easily with the fans set to auto.
