Computer Stuttering.

Hello,

I'll try to give as much info as I can, so my computer starts stuttering  randomly, like mouse moves slower and lags out, I was playing fortnite (not my usual game) and gpu usage when lagging goes to 1% from 40%, I cant seem to find the reason why, now few peculiarities I'm experiencing, basically when I installed my cpu it was doing 1.45v,  on max  in hwinfo, so I set offset of -0.140v, Also after installing my 3080 my psu fans randomly ramp up and are very noisy, I feel the top of the psu is hot  and after it cools down fans go to normal.  Another thing I found was low writespeed on crystal disk  bench, instead of 400mbs write it had 5, after I cleaned some stuff off my C drive, it went up again. Any suggestions will be helpful and I'll update the thread.

I think I've solved the issue, by cleaning rammap however, the other parts are still bothering me
