I have HP Omen 17  laptop which started have some irregular CPU temperature causing the fans to constantly spin at full speed and it's sounds like a jet engine the temperature goes from 56c to 87c+  and it keeps going up and down even though it's not in a heavy load the weird thing is that the temperature goes from 87 to 56 in like 2 seconds and then up again it doesn't  give me accurate reading at all and the laptop doesn't actually feels hot too .

what are some steps to do to determine the cause of this ?

CPU core temperatures can go up and down 25°C in one second. Open the Task Manager, go to the Details tab, organize the running tasks by CPU usage and find out what is running  on your computer.

 

Most modern laptops with Intel 6 core CPUs have terrible cooling. Temperatures up over 90°C when trying to do anything is normal. Have you ever disassembled your laptop to clean it? In some environments, the heatsinks can take on a lot of dust fairly quickly. Replacing the thermal paste with something like Noctua NT-H2 can also help.
