Dead CPU or Motherboard

A couple months ago my pc was unable to boot. Fans spinning but no signal. Then I gave it to a technical service and they changed the mosfets but it didn't work. Some time later I did some research to understand the cause but, after I cleared the Cmos pc only starts when I push and hold down the power button. If I release the power button pc shuts down immediately. I want to know what causes to this problem. For your information: PSU is working. CPU fan doesn't spin as it should be. In a normal situation PSU makes a sound when pc starts but now it doesn't.

Gigabyte F2A68HM-ds2

Team Dark 2x8 2400Mhz

Sapphire FirePSU 625W
