This is an issue with older BIOS revisions of 500 series TUF boards. See page 2-3 of your manual at https://dlcdnets.asus.com/pub/ASUS/mb/SocketAM4/TUF_GAMING_B550-PLUS/E16576_TUF_GAMING_B550-PLUS_UM_WEB.pdf for instructions on updating your BIOS. If you use Ethernet, you can update via network in your BIOS with EZ Flash.

yeah i know how to update bios, got 1804 when installing that one the led function got updated to, so is it a bug in recent bios and need to downgrade?

Might just be a bug with the TUF B550-PLUS. I encountered a similar issue with my TUF X570-PLUS up until version 2802 (10/23/2020). If your system is stable, I wouldn't bother downgrading to resolve it.

red and yellow led stay bright and then pc post in safe mode due instability

I'm not entirely sure what this means. POST errors will not cause Windows to boot into safe mode. It is normal for TUF boards to cycle through every Q-LED indicator light before booting.
