Right now graphics cards are insanely overpriced. $500 should buy you a 3070, not a 5500xt. The 5500xt MSRP's For less than 200 USD. for around $1000 USD, once the market calms back down, this is what I would reccomend:

850W is very overkill and not needed, the mobo is very meh, and 3300x will probably never be in stock.

Now for the GPU, are you okay buying used? That RX 5500XT is literally 2.3x the price it should be

If you want to build a system now, go on ebay and get the 1080 Ti for about $500 (that's still twice what it should be, but it's less overpriced that that 5500XT). If you want to wait, either get a 3070 or a used 2080Ti for about $500, or if you want to save money, the 1080 Ti should drop down to about $300. As for the CPU, while the 3300X is a good price, you can never find them in stock, and you'd be better off spending the extra money and getting the extra 2 cores.
