Windows install problems (what a surprise)

Now I know that this issue is well known and there are a lot of tutorials on how to get around it but I really do not trust them. I feel it is better to ask the LLT community.

When I select my install partition, it says "We could not locate or create a partition" something along those lines. I am installing of a flash drive to my E: drive... I just got a new Samsung 970 Evo and am installing windows on that while using my old SSD to dual-boot linux. Could I get a tried and tested tutorial from some place that I can trust with disk CMD commands. (I get cagey when I deal with my data -- as you should)
