Help!

I'm unsure if it's a problem with my hardware or software. I built my pc using a ryzen 5 3600 nvidia 1660 super and 16gb of corsair ram 2400mhz. My ram usage is 60 percent on the start screen and when I play warzone on the menus my pc is using 95 percent then in game the frames are all over the place. If I stand still they settle but if I move and shoot the frames crash. This is with just warzone running. Any help is greatly appreciated

What is Task Manager saying your Hardware Reserved is at, on the Memory tab?

I did a registy adjustment and restarted computer my computer and the memory is at 20 percent and I can run warzine fine. So not sure what the hardware reserved was but it's now 56MB. I get this issue a lot but just restart my pc and it seems to get better. Have I got the hardware to play a game like warzone do you think .  Also not sure if you can help but I have a 1660 super 6gb but when I use Nvidia to use optimal settings for graphics it sets the Vram usage too high?
