POP OS ERROR CODE 23!!

Change it to UEFI only and try again.

 

Alternatively you can simply manually format the USB drive to GPT FAT32 then drag drop the files from the ISO image to the USB.

I have been trying to install POP on my XPS15 2019 (7590). Initially i ran into some problems booting my USB. Was getting  the bellow message.

Failed to open \EFI\BOOT\mmx64.efi - Not Found
Failed to load image \EFI\BOOT\mmx64.efi: Not Found
Failed to start MokManager: Not Fond
Something has gone seriously wrong: import_mok_state() failed

I worked around it by editing the Iso image in the \EFI\BOOT path where the mmx64.efi was missing. I resolved this by making a copy of the grubx64.efi file and and naming it mmx64.efi. So i now have three files. This allowed my USB to properly boot and begin the installation. I did a clean install and towards the end i got the error code 23. The exact output is detailed bellow.

 

INFO: Install error: error creating recovery partition: command failed with exit status: exit code: 23

 

To my understanding error code 23 has something to do with hardware issues either on the USB flash or the target SSD (please correct me if im wrong, im new at Linux) I flashed multiple USB's using Rufus all of which ran in to the same problem. I tried using etcher which did not even boot. I have SATA set to AHCI and secure-boot disabled. So i am somewhat at a loss what i can do next. Also free free to bash me if i'm using wrong terminology need to start learning somewhere.

In Rufus do you have the BIOS Type set to UEFI or CSM?
