3070 problems

Hey, I got a 3070 about 2 months ago from amazon, the MSI Ventus 3x OC one specifically. Ever since I Got it there have been micro stuttering problems until I underclocked it, and when I tried to overclock it I would get really weird visual errors and random crashes. The card has now decided to randomly freeze go to 0% usage and then back up to what it was at especially when I'm playing anything. My pc specs are:  MSI Ventus 3x OC RTX 3070, Ryzen 7 3800x, 32GB G SKill Trident Z Neo 3600mhz, Asus ROG strix B550-f gaming motherboard, and a 1tb pny m.2. Any help Is appreciated, I don't know what to do and its pissing me off.
