I have a Corsair h45 watercooler in my system for 4 years and want to replace the fan, I would like to find out the best fan. To go over the radiator I was looking at an ML120 or a Noctua NF-P12 redux-1300pwm. As a friend of mine said that the ML120 wouldn't be effective. Yet say that the Noctua would run slow yet have better airflow. The more I think about the more I'm confused.

Could anyone give any advice? Thank you

Are those the only choices?  If you can spend more, the Noctua NF-A12 is probably the best radiator fan currently available. Tends to be the measuring stick for other fans. 
 

If you want to go a bit cheaper, the Be Quiet Pure Wings makes high speed versions that are quite good and only $13 or so dollars usually. They have 3 pin and 4 pin models depending on what you need. I do like them a bit better than the Noctua Redux and the cost is similar.
