Passive CPU Cooling?

I have this 10W Intel CPU that has a non-removable heat sink with a 40mm fan on top facing down. I removed the fan and ram cinebench for 20 minutes and it reached 80 degrees C. Is it safe to say that I can remove my fan and have my PC run quieter? (No case fans)

there will be more accurate answers if you post which CPU you have, it would also help to post comparing scores between cinebench runs with and without the fan to determine if you are losing performance from the CPU throttling due to going over the target temperature Intel wants it to stay under.
