    So I'd like to upgrade my PC even though now is not the greatest time, I'd like to do something about my less than stellar performance in some games. Namely borderlands 3 which eats up my CPU power and is constantly at 100% and making the game stutter. No man's sky also eats up my GPU. I want to wait until I can find a 3070 because most of the other cards such as the 2060 super are about the same price right now which is stupid. I may as well spend the little extra money.
     
    However my concern is whether or not my CPU will keep up? I've seen people pair the 3070 with a ryzen 5 3600 which is about the same base clock speed and came out about the same time as my cpu. I know the ryzen is better, but does the i5 7600k still get close? Is it worth upgrading the CPU at this point? 
     
    If my CPU is still pretty decent, I may just overclock it a bit, get a 3070, and pop in a more powerful PSU and call it a day.

More or less answered your own question. The 7600k and the 3600 are for the most part the same perf wise when speaking strictly about gaming. I would suggest getting a 3070 along with a new PSU if needed. If I'm reading this right you are using 2400 mhz RAM. That's pretty dang slow for todays standards. Be careful and smart when overclocking. Make sure you always have thermal headroom and don't go crazy

4c/4t cpu is on the brink of not quite enough for some games now, from my experience with my i5 6600

but right now is really not a great time to upgrade as you've mentioned

7600k + 3070? i would say it's not great in most latest games, but mainly because of the CPU lack of threads

but resolution also matters, higher res = lower cpu usage

some game setting affects cpu usage too, but mostly heavier on gpu

 

but one thing is for certain, if your game is stuttering on your current setup due to CPU, upgrading GPU wont help much

you cant compare different architecture CPU with clock speed, it's not that simple

if your CPU is hindering your performance and you'd like more, then it's definitely a decent jump

though i would wait for ryzen 5000 to be available, or see what intel 11th gen have to offer

 

again, pricing and availability now sucks
