Why Ivy instead of Haswell?

No need for an aftermarket cooler if you're not going to oc.

No particular reason for the 3rd gen CPU other than I found a cheaper motherboard with more features, and yeah I was wondering about the cooler. Although, I figured $20 wasn't much to throw at extra cooling. Is there a fairly decent $20 CPU upgrade like EpicGeekonFire suggested? And sorry, I don't have a Micro Center close unfortunately.
