Power usage issue

Hey guys,

I am noticing low gpu power usage than usual. The gpu can go to 99% usage, clocks and everything is fine but I am seeing lower fps in games. When I used MSI afterburner to monitor the GPU I've seen power usage to reach mam of 52% in games but when I started furmark to veryfi it the usage jumped to 100% and above with power limiter set to 120% in afterburner. It started happening after I swtiched PSU and system drives. Tried different PSU, same thing happening. 

Setup is i7-6800K, Asus X99 Strix Gaming ang EVGA GTX 1060 6G. Could not plugging the cpu 4 pin into the mobo affect GPU? Thought gpu draws power from pcie lane and from the 1x8 pin that are plugged in fine.

Any ideas what could cause that?
