Does anyone have experience with patriots blackout? How does it overclock?

Depends on which kit you are talking about. 

 

My Buddy Woomack did some testing with 4400mhz reaching nearly 5000mhz on 4650G and X570 Unify, stating most all boards under this tier couldn't do it.
