Buy a molex or Sata to 3 pin or 4 pin adapter. They are $5-$7 on Amazon. That will give you 12v full speed power for your pump.

In general, you can usually just plug a pump into a fan header.  You would need to be able to get into the Bios and set the header to run at 100%.  You would also want to check to make sure the fan header is 12v, most are.  However, some motherboards in a pre-built have fan headers that only run at 5v, I only know that because I worked with an Acer desktop that was like that.

 

You could also just get a SATA to 3 pin adapter or a Molex to 3 pin adapter.  That is probably the easiest and safest way to get the job done and guarantee 12v power to the pump.
