Smoother looking experience

Hi, yesterday when i was dragging a file into an image editor my whole computer freezed. I was on linux and an integrated intel gpu. I could still drag the thing i had picked up and when i dragged it over firefox, my cursor and the image suddenly looked very smooth {i think id say something like 120hz) and i was running a 60hz monitor. Could please someone explain what was happening and so, would it be possible to replicate on a desktop?
