Bad 6800xt?

the ram is kinda low speed, but should not do the issue like that. Do you haev 2 stick or 4 sticks?

 

if to are they in slots A2 and B2, one slot apart

the temps for the cpu doesn't go above 70% hardly ever GPU sits at about 70% 

i have 4 sticks fitted so every slot is in use. my motherboard is an aurus ultra gaming x470

Do you knwo are they fps stutters or frame time stutters?  This can be measured with msi afterburner 

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

I really don't know but I will try tomorrow if the following doesn't help. 

 

I found this 

I noticed a buzzing coming from the card and guess what, is also synced up with the frames. I will try to do what he did and see if it works.

My GB VEGA64 Gaming OC ran like a champ in my 2nd rig......till it died. I've replaced it with a PowerColor VEGA64 Red Devil and my 2nd rig has been running like a champ since that swap. Even when I was swapping a VEGA64 for another VEGA64, I'd used AMDCleanuputility (I'd use DDU for nVidia cards since AMD has its own program for removing its display driver) to remove the old AMD driver, reboot and install the newer AMD driver without having any issue.

 

After the GPU swap, power up (while still not connected to the net) and install Adrenalin 20.12.1 or 20.12.2, after installation, reboot.  I usually go to Adrenalin control panel to tweak fan curve, I hate that (by default), the fans do not spin till GPU hit a certain temp (Zero Fan, that's what it's called). I'm more concerned about heat than noise, so I'd disable 'Zero Fan' and set for a more aggressive fan curve.
