Q-code 44 and q-code 15 loop

Hi, I have just built my first custom pc (I used to use a prebuilt) and I am struggling to get it to post. 

 

I managed to get a post updating to beta bios 1602 however when I completed windows installation it crashed. It never successfully completed windows installation.

 

when I try to boot my qcodes loop continuously and only stop on 15 and 36. DRAM light lights up.

After clearing CMOS it stops on 44 permanently (there is no mention of what this qcode means online) VGA light lights up

The gpu and memory have been tested in my other rig and work fine.

The same thing happens with and without the nvme storage drive and I have reseated the cpu and checked for broken pins.

 

Specs:

AMD 5800x

RTX 3070 (also has issues with a gtx 1070)

2x16 GB 3200 mHz C16 corsair vengance pro white (also issues with 2x8 corsair vengance standard 2166 mhz)

Asus rog strix b550-e running bios 1401

samsung 500GB 970 evo plus nVME

corsair hx750 psu

corsair H115i elite capellix

corsair 4000D AF white

I returned the motherboard and bought a new one with the same error.

 

I'm seeing a lot of similar specs.

 

Specs:

3700x

ASUS ROG Crosshair VIII DARK HERO and ASUS ROG Strix X570-E (BIOS 3604, 4021, and 4203)

G.Skill 8GB*2, DDR4, 3600MHz, F4-3600C16D-16GTZR and HyperX (same error from both)

Gigabyte GeForce RTX 3060 Ti Gaming OC and EVGA 1060 6GB (same error from both)

Samsung 970 Evo Plus 2TB

Corsair HX750i

 

Update: RMAed motherboard and CPU. Got a new CPU.
